Concern Over Osseo Police Chief's Behavior Toward Women
Chief Ryan accused of harrassing female officer

OSSEO, Minn. - Osseo police chief is under legal scrutiny, facing serious questions about his behavior toward female co-workers. A meeting was held Monday to discuss accusations against the chief.
Most people who attended the meeting got a public notice written by the 10 officers who are on the police force in Osseo. In the letter, they say they have no confidence in the chief’s ability to lead the department and one officer says he’s breaking law.
Steven Menth will take over as mayor next month and take over the investigation into Police Chief Tim Ryan’s behavior.
The 10 officers who work under him do not have confidence in him and passed out a letter detailing what they call a list of concerns. Officer Jane Szczepanik and her attorney are alleging a lot more than just concerns.
In his official notice to the city, Attorney Robert Fowler says the chief harassed Szczepanik with sexually charged language and sexist behavior. Ryan also allegedly made her be his personal driver on police and non-police business, ordering her to eat dinner with him.
City leaders told a packed council chamber, they still have faith in their chief and could not comment beyond that because of pending litigation, involving another sexual harassment case and the chief.

Worst part is you all knew it had been going on for years here and did nothing...including MJB...if we're being truthful...
The stories are legendary that women in town would get pulled over and propositioned to get in the back of the police car by the then chief...some filed reports only to be harrassed by the MPD until they dropped it...
I wonder if MJB & the Patriots will apologize to everyone they insulted ?...Unfortunately some are still not with us to hear the apologies...and they deserve the apology the most...

Imagine what he'll be like once he gets comfortable...trust your police officers...they know of what they speak...he wasn't qualified to be Chief here...his mother worked out some kind of deal with a local senator...he's not qualified to work at the mall...trust me

Here's another local MN news story. It's very bad in Osseo. He started in May and it's been hell ever since. One sexual harassment lawsuit has been filed by the female secretary he fired after she complained of sexual harassment and another lawsuit in the works from the female police officer who he continues to sexually harass.

BTW, did you actually watch the counsel meeting? if you did, you would realize that the media is making more of this than it deserves (Surprize!) Packed house? well maybe 30 people or so, and most spoke in favor of the Chief. Go look it up on the website.

Interesting site. Perhaps I can clear up a few questions I've seen here.
I know the parties involved here and couldn't care less what Ryan thinks of me. I was happily employed as an Osseo Officer in a part time capacity, until his arrival. Don't take that as sour grapes by any stretch. I had three part time police jobs and still work for two great chiefs in this area. My full time status was with the local Sheriff's Office. I retired from there.
It did not take any of the Osseo officers any length of time to realize that the Osseo City Council made a large mistake in hiring Mr. Ryan. Several part time officers, including myself, resigned within weeks of his arrival. After thirty two years in law enforcement, I know an unqualified chief when I see one. It was obvious to me (and every other officer) that whatever background check was done was either ignored or incomplete at best.
I was certainly curious as to why a city council would authorize the hiring of a person that left his previous employment under questioned circumstances and proudly admitted that he had a pending lawsuit with that city.
Why would the small city of Osseo take a chance on him under those circumstances? It makes no sense.
Concerns being brought to the city's attention were ignored. The average resident knew nothing was amiss. The firing of a ten year employee for minor "infractions", suspiciously occurred, immediately after she filed a sexual harassment complaint against Ryan.
I can only surmise that the city council didn't want to admit that after paying for two separate hiring processes and taking Ryan (because he was willing to take the low salary they offer), that they had made a mistake. I would think the citizens might find that a good reason to remove a few council members during the next election - Oh wait,,,,they just did that in November.
Ryan apparently has a few supporters. One such supporter made issue as to why the officers didn't sign the letter they delivered to every door in Osseo.
The answer to the question: Why should they sign it? It came from every single officer still working there,,,both full time and part time. That was made very clear.
The news accounts now are showing that the council still supports Ryan. However, next month a few new council members will be in place. The new Mayor, Steve Menth, actually gets the issue.
The city has only one choice in my opinion...time to cut their losses before any further harm is done.

Can't thank Diane M enough for her leadership and what she did to save Millville. It's a shame that the Chief's supporters didn't support what they knew was right - they knew she was addressing what should have been addressed years before. I as a resident at that time was scared to come out and support her efforts at the time because I thought he would harass me as he had done to so many of us so we would not tell what we experienced or knew. What a sissy I was. I have thanked her in person and Tom and Paul. I haven't seen selectmen with guts like they had since. Not being in town now it's not important who I am - just wanted to make a comment.

Wake up people, Osseo this person couldn't even pass the patrolmans test in a town in Mass. His mummy got him the chiefs job when he was in Mass. Why doesn't someone check into the background when he was in Mass. as a chief, oh that's right those records were sealed. When he was in Mass. as chief why do you think he went through so many officers, do you think it was all those officers or him. A leopard never changes its stripes as the old saying goes. Have pitty on the officers that work for him and everybody else near him. It is not the officers on the department in Osseo that are being rough on him, he brings it on himself. He treats the male officers like s--- and tries to get the females to go out with him. He needs to be gone for the good of your town. At least the officers recognized that he is incompitant right away good for them, hopefully it won't take years to get rid of him like it did in Mass.
I have known this idiot since he was ten years old. He has allways been a problem. He has been able to survive in the police industry because of relatives in politics.. After he caused all sorts of problems in MA,they for some reason let him go back to school in FBI training.."OH MY GOD"

The only thing you folks can do is fire him, otherwise it will be a matter of time before he does something else to someone.. I can't believe this guy got hired there. With all the trouble he caused here and the lives he ruined, it's just disgusting. How many of his former employees showed up for his hearings here? It appeared most of them did. Some of those guys just wanted to be good cops and he drove them away. The town ultimately suffered for it. A couple of them tried bringing attention to it and it fell on deaf ears. BTW who is MJB?
