New Chief, Tim Ryan,
on the Job in Box Elder
¶ Timothy P. Ryan showed up in Box Elder during the evening hours of Monday, July 5, and was going strong on the job as Box Elder’s new police chief on Wednesday, July 7.
“I saw growth potential here,” said Timothy P. Ryan when asked why he took the job in Box Elder. “I saw the opportunity to work with different agencies — the sheriff’s office, the military base. Those opportunities were never available (before). This town is growing. I think this town is getting ready to boom. It has a vision of moving forward and I want to be in a town like that. It’s a win, win for me and the town.”
Ryan, 48, drove the 1,950 miles to Box Elder from Millville, Mass. where he served as chief of police for 20 years. Ryan had the distinction of being the youngest chief of police in Massachusetts at the age of 25. Ryan also served as chief of police in Osseo, Minn.
The new chief was officially appointed to the position in Box Elder at the Tuesday, July 6, city council meeting. He said he was pleased to have all of the staff at the police department and their families show up at the meeting in support of him.
His first priority is getting to know the staff. Ryan said he wants to meet with each person individually.
“I think we have a dynamic crew here,” Ryan said. “It’s a good group of people. I think this department can manage on it’s own.”
Next, he said he wants to go out into the community and meet with the business owners and get an idea of what they would like to see from the police department. He added he will incorporate that knowledge into a visionary statement.
Ryan described Massachusetts as more liberal than South Dakota, but overall the policing is still the same. And Ryan brings his own philosophy to Box Elder. He said he believes in education before enforcement. During the entirety of his career, Ryan said he has listened to both sides of the story.
“You work in a town and you get to know the people,” he said. “You know what they’re going through. An arrest is the last thing you want to do. There’s intervention and counseling. I think everybody needs to be treated as a human being, no matter who they are.”
However, that will not stop Ryan from making arrests. When the public is in danger, Ryan said the handcuffs will be slapped on some wrists.
Ryan has served as a police officer for 25 years. He received his undergraduate degree from Roger Williams University in Bristol, R.I. and his master’s degree from Anna Maria College in Paxton, Mass. He was also in the 0.001 percent of law enforcement officials in the country selected to attend the Federal Bureau of Investigation’s National Academy in Virginia. The only way to attend the academy is through invitation.
“It’s very prestigious,” said Ryan. “There’s not many people and I was happy I was selected to go.”
During his experience as a chief of police in Massachusetts, Ryan managed a volunteer crew that hand built a new police station. After two years of work, the price tag on the facility was $80,000 but was valued at more than $1 million.
He issued a search warrant on someone who was housing alligators in their home. According to Ryan, the person involved strongly resembled Steve Irwin, the former “Crocodile Hunter.” He also busted a 32-year-old school teacher and basketball coach for having sex with a 13-year-old student. Ryan said the perpetrator received a sentence of 30 years in the state penitentiary.
“I want to provide the best law enforcement service that I can,” said Ryan. “Everyone has been very welcoming in helping me find a place to live and get set up. I’m very thankful the city council hired me. I’d like to thank the Pennington County Sheriff’s Office for helping out in this transition and for helping me.”
Ryan said he can’t wait to get out and meet the people of Box Elder. He will be attending various community events, such as the Box Elder Chamber of Commerce mixers and the movies in the park at Bandit Ball Field.

It's amazing how this guy can escape responsibility for EVERYTHING he does. Everything he touches turns to junk, and he doesn't have to show anything other than move on to the next place. Box Elder is in for a suprise. And something tells me, he's in for a big shock in a VERY conservative state.
Never under estimate the stupidity of the average mid westerner my friend...Timmy Boy will fit right in with them.
Too bad for him he doesn't have a sister or first cousin out there, he'll never get married or have kids.
Although I did hear the sheep are pretty this time of year...all shaved an all.
I know alot of people from the mid-west...you're painting with an awful broad brush...but it's a real head scratcher on how Ryan made it through the background check and to the interview process...because you would assume a backgreound check was done since the responsibility of protecting the towns citizens will be put in the hands of the person they hire...I think you have to assume one wasn't done...there can be no other explanation in my mind...
Tim Ryan is like a iceberg. Two thirds of it and him you do not see. He is connected at levels that would astound you. The two thirds controls the dysfunctional one third visible to the public. The two thirds provides a foundation for the one third to survive. Keep in mind: he has never been arrested or appeared before a court of law. He may be a "sweet grass burner" but he goes on forever.
So which one of the Brothers-Followers are calling anonymously out to SD to fan the fires?

The city of Osseo hired Davis in 2009 to audit the police department. Davis was hired shortly before a new mayor took office in 2010.
While Davis was completing his audit, Ryan was placed on paid administrative leave by the Osseo city administrator for the final two months of his contract with the city.
"What happened there was a travesty," Davis said this week.
Before offering Ryan the job, the city commissioned a very comprehensive background check by an outside consultant, Davis said.
Ryan inherited a department in Osseo with professional standards issues that needed to be addressed, Davis said.
Ryan was brought to Osseo to make changes that were unpopular with the police department's staff, Davis said.
"In my opinion, the (police) officers were not receptive," Davis said. Officers' complaints about Ryan even included attacks on his New England accent, he said.
A former administrative assistant for the police department is suing the city of Osseo in federal court, claiming she was fired after making a harassment claim against Ryan.
Those allegations were thoroughly investigated by an outside source and dismissed, Davis said.
In his short time on the job in Osseo, Ryan had earned the respect of several Hennepin County law enforcement professionals because of his innovations and outreach efforts, Davis said.
"It was a real tragedy what occurred" in Osseo, Davis said.
Ryan keeps two large notebooks detailing his career history. Dial has seen the documents that clear Ryan of any wrong doing in Osseo and in Massachusetts.
Dial even offered the city council the opportunity to reject his appointment, but after seeing the information Dial provided, the council stood behind his appointment.
"They had the option to reconsider him if they wanted to," Dial said. "They had no inkling to do so."
Dial believes his community can put the questions about Ryan's suitability in the past and move forward.
Box Elder residents "ought to judge him on the job he does in the future and realize his background makes him very capable of leading our department," Dial said.

I have been following majority of posts and comments about the new Chief. Can anyone tell me the status of the cases against him? I found the initial reports but I can't find if they have gone to court yet or the status of those. Of course our Mayor believes everything is unfounded, which I am not sure how he came to that conclusion by reading the Chiefs books. I would like to give the Chief the benefit of the doubt because I am fully aware of small town politics; however, these sexual harrassment cases are difficult to get past.
Was right with 178 days in the bank...you will see his true colors soon enough...it will be with a female officer or administrator...and he will use a slang term to describe the male anatomy after a viagra...and that is how it will start if it hasn't already...

I understand the truth is a tough pill to swallow...his nickname in Osseo was H#rd on Timmy... apparently he was unaware that the phrase "H#rd on" is inappropriate in a professional environment... especially when it's in mixed company that you have not known very long...enough said...
I predict I will get a boat load of emails from Box Elder just like I did from Osseo...have already received (1)...
